A. The Pick-7 pari-mutuel pool is not a parlay and has no connection with or relation to any other pari-mutuel pool.
B. The Pick-7 pari-mutuel pool consists of amounts wagered by individuals on the individuals' selections to finish first in each of the 7 races designated by an Association, with the approval of the Commission, to be part of the Pick-7 wager.
C. Horses constituting an entry of coupled horses or horses coupled to constitute the mutuel field in a race comprising the Pick-7 shall race as a single wagering interest for the purpose of the Pick-7 pari-mutuel pool calculations and payout to the public. However, if part of an entry or field is scratched and any part of either an entry or field racing as a single wagering interest is a starter in a race, the entry or field, if selected, shall remain as the designated selection to win in that race for the Pick-7 wager and the selection may not be deemed a scratch.
D. If a Pick-7 pari-mutuel ticket contains a single wagering interest or an entire "entry of coupled horses" or "mutuel field" which is scratched, excused, or determined by the host track stewards to be a nonstarter in the race, after wagering on the Pick-7 has commenced, the actual favorite, as evidenced by the amounts wagered in the host track win pool at the time of the start of the race, will be substituted for the nonstarting selection for all purposes, including pool calculations and payoffs. In the unlikely event that the win pool for two or more favorites is identical, the selection shall be the lowest program number of the cofavorites substituted for the nonstarting selection.

(2) If there is no pari-mutuel ticket issued which correctly selects the winners of each of the 7 races comprising the Pick-7, then the entire net pool shall be distributed among holders of Pick-7 tickets which contain the most correct selections of the winner of each of the 7 races comprising the Pick-7.
F. If there is a dead heat for win between two or more horses in any Pick-7 race, all the horses in the dead heat for win shall be considered as the winning horse in the race for the purpose of calculating the Pick-7 pari-mutuel pool.
G. If, for any reason, any race or races of a Pick-7 is cancelled and declared "no race", the Pick-7 pool shall be distributed to the holders of the most winning selections of the remaining races pursuant to §E, except that if, for any reason, three or more races of a Pick-7 are cancelled and declared "no race", all pari-mutuel tickets for that Pick-7 pool shall be refunded and the Pick-7 cancelled for that day.
H. A pari-mutuel ticket for the Pick-7 pool may not be sold, exchanged, or cancelled after the time of the closing of wagering on the first of the seven races comprising the Pick-7 except for refunds on Pick-7 tickets that are required by this regulation.
