26.20.01.01.htm 26.20.01.01. 01 Scope.. The regulations in this subtitle contain requirements applicable to all surface mining of coal in the State, and the surface effects of deep mining of coal. 26.20.01.02.htm 26.20.01.02. 02 Definitions.. A. In this subtitle, the following terms have the meanings indicated.. B. Terms Defined.. 1) "Acid drainage" means water with a pH of less than 6.0 and in which total acidity exceeds total alkalinity, discharged from an active, inactive, or abandoned surface coal mine and reclamation operation, or from an area affected by surface coal mining and reclamation operations.2) "Acid-forming materials" means earth materials which, if exposed to air,
