26.10.04.05.htm 26.10.04.05. 05 Reporting, Record Keeping, and Access.. A. Access. Owners, operators, and the person-in-charge of the UST system shall:. 1) Permit the Department to inspect the site, review documents pertaining to the UST or recovery system, and retrieve environmental samples; and2) Allow responsible parties, as defined in Environment Article, §4-401(j) Annotated Code of Maryland, access to the site to conduct remedial activities.
