11.11.06.01.htm 11.11.06.01. 01 Purpose.. The purpose of these regulations is to clarify the Administration's policies in determining if an individual is a resident of the State or domiciled in the State for purposes of enforcing the laws governing the registration of vehicles and the licensing of drivers.
11.11.06.02.htm 11.11.06.02. 02 Resident.. A. An individual who owns, leases, or rents a primary place of residence in this State is a resident if the individual is domiciled in:1) This State; or. 2) Another state but lives in a primary place of residence in this State for more than 1 year.. B. An individual is presumed to be domiciled in this State under §A(1) of this regulation if the individual:1) Owns, leases, or rents a primary place of residence in Maryland for more than 6 months;.
