10.10.01.01. 01 Purpose.. The people of Maryland are entitled to the highest level of competency, reliability, and accuracy that reasonably may be expected from a medical laboratory or crime laboratory. It is the intent of this subtitle to protect the public and individual health by requiring a medical laboratory or crime laboratory to employ qualified personnel and to operate under reliable procedures, effective quality control and quality assurance programs, and qualified supervision.

10.10.01.02. 02 Scope.. A. This subtitle contains the standards and requirements that a medical laboratory shall meet to:. 1) Obtain and retain a license to offer to perform or perform tests on human specimens; and. 2) Certify chemists and analysts in crime laboratories to perform approved testing procedures for controlled dangerous substances.B. This subtitle does not apply to:. 1) A research facility that tests human specimens and does not:. a) Report any patient-specific test results for us

10.10.01.03. 03 Definitions.. A. In this subtitle, the following terms have the meanings indicated.. B. Terms Defined.. 1) Accuracy or Accurate.. a) "Accuracy" or "accurate" means the degree of agreement between the determination of a quantity and its true value.b) "Accuracy" or "accurate" includes the quality of a test result as it relates to the analytic phase of the testing process when the test result:i) Conforms exactly to a standard; or.
