10.04.02.01.htm 10.04.02.01. 01 Scope.. It is the policy of the Department of Health and Mental Hygiene to determine the ability of recipients of services, responsible relatives, and other chargeable persons to pay for in-patient or in-residence services to individuals in State-operated facilities. These regulations shall govern the assessment of these charges unless specific charges are established by statutory enactment.
