How do I view all the regulations in a particular chapter?

For Search Option 1 in the search text box, enter the title, subtitle, and chapter followed by an *.

Example: 02.01.06*

Or select Search Option 3 for a breakdown of the Title, Subtitle and Chapter will return all the regulations for that Chapter only.

Can I view all the chapters in a subtitle?

In the search text box enter the title and subtitle and *.

Example: 02.01.*

This will result in a high number of results returned as it will identify all instances where the Title and Subtitle are found in COMAR.  It may be easier to view a breakdown of these Chapters using Search Option 3 and select the Chapter most relevant to your needs.

Is there a way to download the entire chapter or subtitle?

No, not at this time. You need to open each regulation individually. You can either cut and paste each regulation into one document and print once or print out each regulation separately.

How often is COMAR updated?

COMAR is updated once every 2 weeks. The documents on this web site are updated at the same time, but it should be noted that by law the only "official" version of COMAR is the printed version. These documents are a reference source and are always superseded by the printed version of COMAR. If you would like to obtain a printed copy of COMAR, Subscriptions.

How do I find the effective dates of amendments to COMAR regulations?

There is an Administrative History for every chapter in COMAR. This contains information on all amendments to the regulations as well as the effective dates. It is noted by the extension of ".9999". example "xx.xx.xx.9999". If you are using search option 1, enter the title.subtile.chapter.9999 in the search text box. Click on link in results table and scroll down page to find the regulation you are inquiring about. If there is an emergency or chapter revision or chapter being repealed it is a separate entry. If you are using search option 3, it is the last entry in the search results table.

Here are some examples of entries in the Administrative History:
Regulations .01—.06 repealed and new Regulations .01—.06 adopted effective August 19, 2002 (29:16 Md. R. 1287)
Regulation .03 amended effective August 30, 2004 (31:17 Md. R. 1311); July 17, 2006 (33:14 Md. R. 1162)
Regulations .06—.08 adopted as an emergency provision effective September 15, 1998 (25:21 Md. R. 1570); adopted permanently effective December 28, 1998 (25:26 Md. R. 1919) (25:21 Md. R. 1570) refers to Volume 25, issue 21 page 1570. This is the Notice of Final Action information.

How do I find the proposed/amended text for COMAR regulations?

Any change to the text of regulations published in COMAR, whether by adoption, amendment, repeal, or emergency action, must first be published in the Register.

In the Administrative History of the regulations, there is a notation which looks something like this:
Regulations .01—.06 repealed and new Regulations .01—.06 adopted effective August 19, 2002 (29:16 Md. R. 1287)
Regulation .03 amended effective August 30, 2004 (31:17 Md. R. 1311); July 17, 2006 (33:14 Md. R. 1162)
Regulations .06—.08 adopted as an emergency provision effective September 15, 1998 (25:21 Md. R. 1570); adopted permanently effective December 28, 1998 (25:26 Md. R. 1919) (25:21 Md. R. 1570) refers to Volume 25, issue 21 page 1570. This is the Notice of Final Action information. Within this notice contains the proposal information. example: "This action, which was proposed for adoption in 36:13 Md. R. 908 (June 19, 2009), has been adopted as proposed." (highlighted text is proposal information)

How often is the Maryland Register updated?

The printed copy of the Maryland Register is published every 2 weeks. The online Registers on this web site are reproduced as close to the printed version as possible but may contain errors.  We do have available an "E-subscription" where the Register is emailed the Friday morning of the publication date. If you would like to subscribe to this service, click here. If you would like to obtain a printed copy or a pdf version of the Maryland Register, please contact us or complete the order form.

How many issues are available online?

We make available the eight most recent issues of the Register for free. If you need a previous issue of the Register, you may order an archived copy which is in pdf format and can be emailed to you. Archive Order form.

Can I access older issues?

We have available archived copies of the Maryland Register dating back to October 17, 1974 in pdf format. From 1974 through 2003 the Registers are scanned images of the issues and are not searchable. From 2004 to present the Register issues are searchable pdfs.
